Michelle Villarreal

Michelle VillarrealMs. Villarreal joined League City as its Deputy City Attorney in June 2015. Prior to coming to League City, she served as an Assistant City Attorney for the cities of Georgetown, Waco and Dallas. An avid proponent of civil and public service, Ms. Villarreal served as a school board member for the EOAC Waco Charter School in Waco, Texas. Additionally, Ms. Villarreal has served on the State Bar of Texas Committee for the Lawyer’s Assistance Program, which provides help to lawyers facing mental and substance abuse issues.

Responsibilities 

Ms. Villarreal is responsible for negotiating, drafting, and evaluating contracts, deeds, leases, and other legal instruments, as well as preparing municipal ordinances and resolutions for adoption by City Council. She negotiates, drafts and reviews contracts, leases, bid documents and bonds, resolutions and ordinances, easements, indemnification agreements, inter local agreements, and other documents. Ms. Villarreal supports and advises the City Manager and other special boards. In addition, she provides legal services and advice to other departments, answers questions from the public as they relate to City issues and performs other duties as assigned or related work as required. 

Experience 

Ms. Villarreal’s experience, includes economic development transactions, contract review and drafting, municipal court prosecution, election law and various other municipal-related issues. 

Education

Ms. Villarreal received her juris doctorate from Baylor Law School and her bachelor’s degree from the University of Nebraska, where she was also a member of the University of Nebraska Synchronized Swimming Team.
