Meet Our Project Management Team
Ron Bavarian, PE, Capital Projects Executive Director
Ron Bavarian, PE serves as the Executive Director of Capital Projects with the City of League City. His responsibilities include management and execution of the City’s Capital Improvement Plan (CIP) consisting of planning, design, and construction of streets, drainage, water distribution and treatment plants, wastewater collection and treatment plants, parks, and City facilities. These CIP projects’ execution include working with professional consulting firms under contract with the City and guided by the City project management team to accomplish the City’s annual Capital Improvement goals.
Ron has over 45 years of design and construction management experience in the consulting engineering sector, as well as working with a number of municipalities throughout his career implementing their CIP and bond program projects. He graduated from the University of Texas at Austin with B.S. and Master’s Degrees in Civil Engineering. He received his Professional Engineer certification in 1981. He has spent most of his design and construction career in the Texas Gulf Coast region, mainly in Galveston, Harris, and Brazoria Counties.

Cara Davis, Assistant Director
Cara Davis joined the City of League City Project Management Department as the Assistant Director in February 2021. She assists with the development and management of the five-year capital improvement plan. Other duties include implementation of the capital improvement program, including oversight of the Project Managers and developing and tracking measures to determine the program’s success.
Cara has 20 years of Project Management experience in both the public and private sectors. She started her municipal career with the City of Pearland as a Project Manager in 2006, where she was promoted to Senior Project Manager before moving on from Pearland after 14 years of service. During her time there she managed a myriad of projects ranging from City parks and sports facilities, numerous road extensions/expansions, utility infrastructure, new City buildings and renovations, and wastewater treatment facilities.
Cara received her Bachelor's of Engineering Degree from the University of Texas at Austin and attended Keller Graduate School of Management for her Master's of Business Administration with a Project Management concentration.

Scott Tuma, Senior Project Manager
Scott Tuma has worked with League City’s Engineering and Project Management Departments since 2008. He has a degree in Organizational Management and is a certified Project Management Professional (PMP).
He previously owned and operated a business for 10 years and raced sailboats for over 40 years, which both taught him the importance of communication and teamwork.
Scott’s experience also includes an assortment of Capital Improvement Plan (CIP) projects, including design and monitoring of in-house projects, complete new builds, road rehabilitations, historic tree relocations, and water meter replacements. He has also negotiated and coordinated easement and Right-of-Way acquisitions for the CIP with utility companies and homeowners associations.
He currently coordinates with City departments for bidding, procurement, monitoring and controlling, and close out of CIP projects, as well as with governmental agencies, including TxDOT, the General Land Office, the Army Corps of Engineers, and the United States Coast Guard.

James (Jay) Doyle, Senior Project Manager
James Doyle has been in the construction industry for over 27 years, working in both public and private sectors. Currently, he serves as Senior Project Manager in the Project Management Department with the City of League City working with capital projects.
In public sector, he served as Director of Wastewater, Stormwater, and Construction with the City of Atlanta overseeing an annual budget of $3 billion. Jay also worked with the City of Houston overseeing stormwater, street maintenance and construction, and wastewater. In the private sector, he served in the roles of Vice President of Operations & Construction, Operations Manager, and Senior Project Manager working in diverse construction projects, such as drainage, vertical, horizontal, and government projects.
James holds a bachelor’s degree from Prairie View A&M University, a master’s degree from Houston Graduate School of Theology, and a Certification in Public Manager (CPM) from Sam Houston State University. He is currently working on his doctorate in Transformational Leadership & Development at Bethel University.

Susan Oyler, Senior Project Manager
Susan Oyler is a Senior Project Manager in the Project Management Department. She graduated from the University of Michigan with a degree in Civil Engineering, concentrating on Structural Engineering and Construction Management.
In her 21-year career, she has worked in the private and public sectors, with experience in drainage design and studies, land development, and transportation design.

Marcos Garcia, Senior Project Manger
Marcos Garcia joined the City of League City as a Senior Project Manager in January 2020. He has over 20 years of experience in various capacities and held previous roles as field engineer, senior civil engineer, and project manager.
He received his Bachelor’s Degree in Civil Engineering from Lamar University in 1998 and is a certified Professional Engineer.

Bob Duke, Parks Planner/Project Manager
Bob Duke has worked with the City of League City since March 2018. He is responsible for the City’s parks and trails projects and writing grants with respect to parks projects. Since 2018, he has secured over $800,000 in grants for parks projects.
Prior to working with the City, he worked as a parks planner and project manager overseeing construction of over $1.5 million in parks facilities with the City of Baytown. He also spent more than 20 years serving as a Parks Planner, Parks Planning and Development Manager, Deputy Director, and Planning Director with the Galveston County Beach and Parks Department. Bob currently holds a landscape architect license.

Anthony Talluto, Project Manager
Anthony Talluto has worked with the City of League City since October 2017. He graduated from Mississippi State University with a degree in Mechanical Engineering.
Prior to working with the City, Anthony worked in various plant sites along the Mississippi River assisting with structural and mechanical projects associated with bulk material transfer, such as conveyor belts, barge loaders/unloaders, etc. The majority of this experience was spent running a program at a coal-fired power plant to improve the structural integrity/resiliency of the site.

Jaime Dino, Project Manager
Jaime Dino joined the City of League City as a Project Manager. He has been working with local government agencies for over 18 years. He has an Associate’s Degree in Construction Management and is currently attending the University of Houston to pursue his Bachelor’s Degree in Construction Management.
Jaime’s passion is being part of construction projects that benefit the well-being of the community. He is married and has two beautiful girls. His hobbies include taking his kids to the park, watching shows, playing video games, and participating in poker tournaments when he’s not studying.

Susan Webb, Project Technician
Susan Webb has worked with the City of League City since October 2007. Susan currently serves as Project Technician with the City’s Project Management Department. Susan previously worked with the City’s Planning and Engineering Departments.
Susan is responsible for the Capital Improvement Plan (CIP) Financial Reviewing and Processing of monthly CIP payment submittals.

Heidi Hernandez, Land/Right-of-Way Specialist
Heidi Hernandez serves as the Land/Right-of-Way Specialist for the City of League City. Her responsibilities include acquisitions of all property rights needed for public projects, as well as the processing of abandonments of City-owned real estate.
Heidi began her career 19 years ago at Harris County Flood Control District, where she worked on federally funded property acquisition projects. She later transitioned into the Real Property Division of Harris County, where she was responsible for acquiring land/easements needed for public roadways, parks, and drainage projects for all Harris County entities. She has an Associate’s Degree in Business and is currently pursuing a Bachelor’s Degree in Business Management at the University of Houston.

Thu Ramos, Executive Assistant
Thu Ramos joined the City of League City as an Executive Assistant in July 2022 and supports both the Project Management team and the Legal Department. Thu brings with her over 25 years of executive level administrative support and customer service experience from her time in the private legal sector.
As a proud new resident of League City, Thu is eager to take part in the local community both personally and professionally. She is married with two wonderful stepsons and enjoys spending her weekends cheering them on at band competitions.
