Council Approves FY 2024 Budget and Lowers Tax Rate
Budget invests in services & infrastructure while lowering tax rate for ninth year in a row
On September 12, the League City Council approved a budget for Fiscal Year 2024 and approved a new tax rate of $0.395, which is lower than the no-new-revenue rate of $0.396783 and the current tax rate of $0.415526. The overall FY2024 budget reflects the City Council’s efforts to remain fiscally responsible while maintaining excellent City services.
“The thing that I’m most proud of in this budget is that we were able to get a tax rate that created a true tax decrease to the citizens for the ninth straight year in a row,” said League City Mayor Nick Long. “Even while having that tax decrease, we were able to increase a variety of areas in our budget, and that’s mainly due to the growth of the city—from new properties and increased sales tax revenue.”
The approved FY2024 budget includes additional personnel and vehicles, new and replacement equipment for public safety and public works, funding to update the Utility Financial Plan and Rate Study, and continued cash funding for the reinvestment program—which includes $750,000 to fund sidewalk repairs.
The additional 10 full-time equivalent staff members include:
- PRN Paramedics (equal to 2 FTE) to supplement peak ambulance hours, six hours per day to extend coverage from 6 a.m. to midnight
- Lead Animal Care Tech for Animal Control (1 FTE)
- Lead Animal Protection Officer for Animal Control (1 FTE)
- Construction Inspector for Engineering (1 FTE)
- HVAC Specialist for Facilities (1 FTE)
- Application Software Specialist for Information Technology (1 FTE)
- Reclass of part-time Network Administrator to a full-time IT Specialist I for Information Technology (0.5 FTE)
- Public Education Specialist for Fire Marshal (1 FTE)
- Part-time Custodian at the Community Center for Parks Recreation (0.5 FTE)
- Customer Service Lead for Utility Billing (1 FTE)
- Over hire authority for six additional police officers
The approved FY2024 budget also includes funding for merit increases, cost of living increases, and market adjustments to pay including:
- 2.5% merit based on performance increases effective January 2024
- 2.5% cost of living increase effective January 2024
- 4% cost of living increase for civil service police officers beginning January 2024
- Step increases for eligible police officers
- Funding to implement recommendations from HR for a parity increase for select positions based on market comparisons
- Funding to raise minimum wage for City full-time and part-time positions to $16 per hour
The approved FY2024 budget includes six new vehicles and equipment including:
- EMS replacement equipment—ventilators, EKG monitor defibrillator, and stair chairs
- Grant-Funded Rapid Response Medical UTV for EMS
- Fire equipment—replacement Air Packs and technical rescue gear
- Fueling center at Public Works Operations Center
