Sealed bids must be submitted with, one marked original, one marked copy, and two media source (flash drives), properly labeled and clearly marked with the Bid number and description, directed to City of League City, 300 W. Walker Street, League City, Texas 77573 will be received until 2:00pm, October 19, 2023. Bids received after that time will not be accepted. These bids will be publicly opened and read aloud
at City of League City, Johnnie Arolfo Civic Center, 400 West Walker Street, League City, Texas 77573 starting promptly at 2:05p.m. to allow staff to transport the submissions. Bids sent via courier must be sealed in a separate envelope inside of the mailer. The Bidder shall furnish all labor, materials, and equipment and perform all work for the construction of the following project:
The Meadows Subdivision Drainage Improvements Project

The project is located in northern Galveston County, within the Clear Creek watershed, in the city of League City, Texas. The project limits are generally defined by the area bound by Greenthread Dr and Abilene St on the north, Laurel St and Dove Haven Ln on the south, Robinson Bayou (RB100-00-00) on the west, and Louisiana Ave on the east. The project consists of deepening channel RB103-00-00 by approximately 3-feet, 6-inches from the Robinson Bayou confluence to Louisiana Avenue, removal of a 2’ concrete weir at FM 270 crossing RB103-00-00, removal and replacement of 8’x6’ RCB storm sewer with 8’x 8’ RCB storm sewer at Smith Lane crossing RB103-00-00, installation of side lot swale in Reserve G from Indian Blanket Drive to FM 270 TXDOT ditch, increase of inlet capacity at Paintbrush Avenue to RB103-00-00, increase of inlet capacity at Winecup Lane to RB103-00-00, upsizing of existing 24” HDPE outfall to a 30” HDPE outfall and increase of inlet capacity at Dove Haven Lane to RB103-00-00.

Bidders must register on this website in order to view and/or download specifications, plans, and bid documents for this project. There is NO charge to view or download documents.
All inquiries about this bid or specifications must be made in writing to the League City Purchasing Department, at . The city shall not be responsible for any verbal communication between any employee of the City and any potential firm. Only written requirements and qualifications will be addressed.
An optional pre-bid conference will be held October 4, 2023 at 2:00 p.m., at the City of League City, Jonnie Arolfo Civic Center, 400 W. Walker Street, League City, Texas 77573, with cutoff for questions being 2:00 pm on Wednesday October 10, 2023. All prospective Bidders are invited to attend. Failure to attend will not bar Bidders.
A cashier’s check or Certified Check from a Texas Bank, or acceptable Bid Bond from a reliable surety company authorized to do business in Texas, payable to the City of League City, in an amount not less than 5% of the maximum Bid price submitted, must accompany each Bid as a guarantee that, if awarded the contract, the bidder will, within 10 calendar days of Award of Contract, enter into a Contract and execute Bonds on the forms provided in the Contract Documents. The Bidder’s deposit shall be forfeited and become the property of the OWNER in the event the Bidder neglects or refuses to enter into a contract and to furnish bonds acceptable to the OWNER within 10 calendar days after receipt of Notice to Award from the OWNER. The Bid Deposit of all except the three lowest Bidders will be returned within 10 calendar days after the opening of the bids. The Bid Deposit of the three lowest bidders will be returned within 7 working days after the executed contract and required Bonds have been fully approved by the OWNER.
The successful Bidder must furnish PERFORMANCE, PAYMENT and MAINTENANCE BONDS on the forms furnished with the PROPOSAL, in the amount of 100% of the total contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best Key Rating of “B”, or if the surety company does not have such a rating due to the length of time it has existed, the surety company must be eligible to participate in the surety bond guarantee program of the Small Business Administration and must be an approved surety listed in the current U.S. Department of Treasury Circular 570, and must meet all of the related rules and regulations of the Treasury Department. The surety company and the agency or agent issuing the PAYMENT, PERFORMANCE and MAINTENANCE BONDS must be authorized to issue and sign PAYMENT, PERFORMANCE and MAINTENANCE BONDS in Texas in an amount equal to, or greater than, the total Contract price.
Upon consideration of the proposals the City Council plans to award a Contract; however, the City reserves the right to reject any and all bids, to waive any and all irregularities and technicalities, and to accept any bid which it deems advantageous to it. Each bidder agrees to waive any claim it has or may have against the Owner, the Engineer, and their respective employees, arising out of or in connection, with the administration, evaluation, or recommendation of any bid.
