NOTICE TO BIDDERS
Sealed bids must be submitted with, one marked original, one marked copy, and two media source (flash drives), properly labeled and clearly marked with the Bid number and description, directed to City of League City, Office of the Purchasing Manager, 300 West Walker Street, League City, Texas 77573 will be received until 2:00pm, November 16, 2023. Bids received after that time will not be accepted. These bids will be publicly opened and read aloud at City of League City, Johnnie Arolfo Civic Center, 400 West Walker Street, League City, Texas 77573 starting promptly at 2:10pm to allow staff to transport the submissions. and then publicly opened and read aloud. Bids received after that time will not be accepted. Bids sent via courier must be sealed in a separate envelope inside of the mailer. The Bidder shall furnish all labor, materials, and equipment and perform all work for the construction of the following project:

In general, the work of this Contract comprises general construction of approximately 700 sf renovation of existing space in the Public Works Operation Center with an add alternate of 700 sf of additional space. The work includes minimal to no site work and exterior work, contractor shall plan on constructing the project while the Owner maintains normal access and operation of building without interruptions of utilities. The Contractor shall furnish all labor, superintendence, machinery, equipment, and all materials necessary to complete this project in accordance with the contract documents.

All inquiries about this bid or specifications shall be made in writing at www.civcast.com, under project name; or directed to: . The City shall not be responsible for any verbal communication between any employee or representative of the City and any potential firm. Only written communication and qualifications will be addressed.
There will be a non-mandatory site visit offered only at one time to allow Proposers onto the secured site on October 19, 2023 at 1:00pm to 1:45pm, prior to the Pre-Bid Conference at 2:00pm. There will not be another opportunity to walk the site prior to bidding.
An optional pre-bid conference will be held October 19, 2023 at 2:00 p.m., at the City of League City, Johnnie Arolfo Civic Center, 400 West Walker Street, League City, Texas 77573, with cutoff for questions being 5:00 pm on Monday, November 02, 2023. All prospective Bidders are invited to attend. Failure to attend will not bar Bidders.
A cashier’s check or Certified Check from a Texas Bank, or acceptable Bid Bond from a reliable surety company authorized to do business in Texas, payable to the City of League City, in an amount not less than 5% of the maximum Bid price submitted, must accompany each Bid as a guarantee that, if awarded the contract, the bidder will, within 10 calendar days of Award of Contract, enter into a Contract and execute Bonds on the forms provided in the Contract Documents. The Bidder’s deposit shall be forfeited and become the property of the OWNER in the event the Bidder neglects or refuses to enter into a contract and to furnish bonds acceptable to the OWNER within 10 calendar days after receipt of Notice to Award from the OWNER. The Bid Deposit of all except the three lowest Bidders will be returned, upon Bidder’s request, 10 calendar days after the opening of the bids. The Bid Deposit of the three lowest bidders will be returned, upon Bidder’s request, within 7 working days after the executed contract and required Bonds have been fully approved by the OWNER.
The successful Bidder must furnish PERFORMANCE and PAYMENT BONDS on the forms furnished with the PROPOSAL, in the amount of 100% of the total contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best Key Rating of “B”, or if the surety company does not have such a rating due to the length of time it has existed, the surety company must be eligible to participate in the surety bond guarantee program of the Small Business Administration and must be an approved surety listed in the current U.S. Department of Treasury Circular 570, and must meet all of the related rules and regulations of the Treasury Department. The surety company and the agency or agent issuing the PAYMENT and PERFORMANCE BONDS must be authorized to issue and sign PAYMENT and PERFORMANCE BONDS in Texas in an amount equal to, or greater than, the total Contract price.
Upon consideration of the proposals the City Council plans to award a Contract; however, the City reserves the right to reject any and all bids, to waive any and all irregularities and technicalities, and to accept any bid which it deems advantageous to it. Each bidder agrees to waive any claim it has or may have against the Owner, the Engineer, and their respective employees, arising out of or in connection, with the administration, evaluation, or recommendation of any bid.
